I am a Construction Executive and Federal Infrastructure Program Leader with more than 15 years of experience directing large-scale federal, mission-critical, secure-facility, and commercial construction programs across multidisciplinary and high-pressure operational environments. Throughout my career, I have maintained executive oversight of construction portfolios exceeding $100 million in combined value, leading projects from early planning, design coordination, procurement sequencing, and contract administration through commissioning, operational readiness, and final project closeout.
My professional background includes extensive leadership in design-build delivery, infrastructure construction, utilities, power generation systems, medium- and low-voltage distribution, HVAC systems, reinforced security facilities, airfield infrastructure, embassy compounds, command centers, and mission-critical operational facilities. I have directed concurrent multi-site construction operations, supervised large engineering and operational teams exceeding 1,000 personnel, and coordinated directly with U.S. Government representatives, contracting officers, construction managers, subcontractors, and multidisciplinary engineering teams.
Over the years, I have developed strong expertise in construction contract administration, Requests for Equitable Adjustments (REAs), change order negotiations, schedule governance, risk mitigation strategies, Primavera P6 planning, QA/QC management, commissioning coordination, procurement operations, and operational performance monitoring. My experience also includes compliance oversight involving FAR requirements, AIA contract structures, CSI MasterFormat standards, and USACE QCS/RMS procedures within regulated and controlled-access construction environments.
In addition to my construction leadership background, I founded and managed an international manufacturing and trading operation in Türkiye, where I directed facility development, capital investment, procurement systems, logistics coordination, and operational scaling during the COVID-19 global disruption.
I hold a Bachelor of Science in Civil Engineering from Kabul University and maintain professional training in OSHA Construction Safety, Primavera P6 Scheduling, BIM applications, USACE QCS/CQM-RMS processes, and Procore Project Management. I am currently pursuing PMP certification and further specialization in construction contract administration and executive program governance.
Now based in Virginia and fully authorized to work in the United States, I continue to focus on contributing to complex infrastructure, federal, and mission-critical construction programs where disciplined project delivery, structured risk governance, operational leadership, and integrated engineering coordination are essential to successful execution.
