We more often "whittle down" full length sections rather than maintain separate full length and short form specification masters. We often vary our approach on projects. For mission critical items like waterproofing and roofing, a hefty Part 1 with QA requirements and QC requirements in Part 3 are usually called for. For installing toilet partitions, a simpler section is often enough. So back to your question: We start with full size; edit our own Short Form section masters, and don't bother with subscription Short Form masters because they usually take out something that we want in.
Before you ask: We're not fond of Sheet Specs. They are time consuming to write because of the decisions needed to make them that small. They may work for negotiated simple projects with teams that have a high level of experience and cooperation.
