Bio

Professional engineer licensed in NY and PA.

35+ years experience designing and constructing water and wastewater facilities and infrastructure, including project management; design; bidding phase services; and construction phase services. Managed projects such as a new 180-mgd high-lift pumping station and complex treatment plant expansions for several facilities.

Is the manager of HDR's system of 500+ engineering standard construction documents. Often serves in a QA/QC role for design teams and construction management teams. Significant experience preparing construction documents.

Since 2005, has frequently assisted in-house legal counsel on contractual matters, alternative project delivery, design issues, and construction claims. With in-house legal counsel, frequently assists in risk assessment and risk mitigation on various contractual and claims-related matters, and contributes significantly to developing and implementing in-house procedures for quality, policy, and risk-mitigation.

Often presents seminars and webinars in-house and externally. Has authored over 80 externally-published articles and papers on construction documents and construction contract administration.  Since August 2019, has had a blog on www.csiresources.org/blogs/.

Member of Engineers Joint Contract Documents Committee since 2008 (voting ACEC Delegate since 2010). Chair of EJCDC for FY 2014-2015.  Participates with EJCDC's Construction, Procurement, Design-Build, and Construction Management Subcommittees.

Member of the Construction Specifications Institute. Past member of CSI's MasterFormat Maintenance Team (2012-2022) and other CSI task teams; and Buffalo-Western NY Chapter certification chair. Principal author of MasterFormat Divisions 44 and 46, and significant revisions to Divisions 33, 35, 40, 41, and 43. Principal author of Chapters 5, 6, and 7 of CSI's Construction Contract Administration Practice Guide, Second Edition (2020). Recipient of CSI's national Communicator of the Year award in 2019 and 2020. 

Amateur historian; has published (in various popular history magazines) over 20 feature-length articles on the American Civil War.
