Spec Consultants and Responsible Charge: Kevin O'Beirne, PE, FCSI, CCS, CCCA, wrote in a post in late December: Many architects retain independent specifications consultants to develop most or all of the specs for their design projects. Most independent spec consultants with whom I’ve corresponded over the years have painted a picture that they are retained to develop loads of vital specs about three weeks before issuance of the bidding documents.
